Depending on the year, the taxable base is reduced by a coefficient from the table: the older the car, the larger the reduction.

When a car is moved between EU countries, no customs duty is charged. VAT and national registration taxes are checked separately. For VAT purposes a car counts as new if it has no more than 6,000 km on the clock or is delivered within six months of its first registration. For a used car both opposite conditions must be met. These guidelines apply to a private buyer; a purchase in the name of a company is checked separately. The old condition “less than six months and more than 6,000 km” is not a correct general threshold for a used car for VAT purposes.

Registration costs: historical examples from the 2015 collection.

This is an account of the costs of one specific registration in Romania that was included in the old collection. The amounts are not current official tariffs. From the article of 28.11.2015: “: Entering the car in the Romanian vehicle register + technical inspection = 100 euros : Receipt for the technical certificate 10 euros : Number plates 10 euros (20 if personalised) : Insurance for a year on my BMW came to 200 euros (this depends on the engine size, it is different for everyone. You can also pay for half a year) : Total roughly 330 euros”

From the article of 28.11.2015: “Since Romania abolished the import duty on new cars from that year, unbelievable queues built up, and to start the registration procedure you need an appointment, and the slots are booked up 3 months ahead. This is where the intermediaries come in, who do everything quickly for a fee. Appointments for the first stage, entering the car in the vehicle register + technical inspection, which officially costs 100 euros, are taken for three months ahead. I paid 300 euros and it was done for me in two hours. Then, for the rest of the procedure, so as not to run from office to office and stand in queues and so on, I paid 100 euros. So I overpaid 300 euros and everything was done for me from start to finish, in three days instead of 3 months. Something like that)”
